Saudi Arabia Enhances Naval Forces with Four C-27J Aircraft

The Kingdom of Saudi Arabia has made a significant advancement in its naval capabilities by acquiring four C-27J maritime patrol aircraft (MPA) from the Italian aerospace company Leonardo. This marks the first time a customer has contracted these aircraft with integrated maritime weapon system capabilities, as announced by Leonardo on Monday.

According to the company’s statement, this acquisition underscores the strong relationship between Leonardo and Saudi Arabia. It follows the earlier acquisition of two C-27J aircraft in Summer 2025, which are designated for firefighting, cargo transport, and medical evacuation missions. With this latest order, Saudi Arabia increases its C-27J fleet, positioning itself as a key operator of the aircraft after the oil giant Aramco procured two units for commercial purposes.

The C-27J MPAs will feature specialized mission suites equipped with advanced detection sensors and tracking systems for both surface and submarine targets. Albert Vidal, a research analyst at the London-based International Institute for Strategic Studies (IISS), highlighted that the C-27J addresses Saudi Arabia’s long-standing need for fixed-wing maritime patrol capabilities, essential for anti-submarine and anti-surface warfare. The Kingdom previously expressed interest in Boeing’s P-8A Poseidon in 2017, but that sale did not materialize.

Strategic Implications of the Acquisition

This contract follows a substantial investment of approximately $200 million for torpedoes from the Italian firm WASS, which can be integrated into the new aircraft. Experts suggest that the acquisition of the four C-27J MPAs is part of Saudi Arabia’s broader naval modernization efforts. These efforts are largely motivated by ongoing Iranian maritime threats, regional instability, and the need to enhance deterrence and operational reach at sea.

Ali Bakir, a defense analyst and professor at Qatar University, noted that these aircraft will offer Saudi Arabia operational flexibility. They will facilitate the movement of personnel, equipment, and supplies into remote or short-runway locations, while also supporting missions such as medical evacuations and maritime sustainment. Bakir emphasized that the modernization of air and naval assets is crucial for protecting vital maritime corridors and energy infrastructure.

He further explained that expanding force capabilities aligns with the long-term goals of replacing aging systems, thereby enhancing deterrence credibility and maintaining the ability to collaborate with regional and coalition partners.

Future Outlook and Delivery Timeline

Delivery of the first batch of C-27J MPAs to the Royal Saudi Naval Forces is anticipated to begin in 2029, positioning Saudi Arabia as the 21st operator of this aircraft type. The integration of these advanced patrol capabilities is expected to not only bolster the Kingdom’s maritime security but also contribute to its strategic defense objectives in a complex regional landscape.
