California Voter Turnout Surges: Over 4.5 Million Ballots Cast

UPDATE: More than 4.5 million ballots have been cast in California’s crucial Prop. 50 election, just nine days before Election Day. Voter turnout is accelerating, raising questions about overall participation levels for this pivotal redistricting vote.

As of October 26, 2025, the California Secretary of State’s office reported that voters are returning ballots at a significantly faster rate compared to previous elections, with approximately 20% of registered voters having already submitted their votes. Notably, 15% of registered voters in Los Angeles County and 22% in Orange County have participated.

Data analyst Paul Mitchell of Political Data Inc. highlighted this unusual trend, stating, “We have a faster return of ballots than prior statewide elections. However, it’s unclear if this signals higher overall turnout or simply quicker ballot returns.” This surge could reflect the simplicity of having a single measure on the ballot, as opposed to multiple races that typically complicate voter decisions.

Prop. 50 seeks to implement a mid-decade redistricting plan that may favor Democrats, aiming to counteract Republican gerrymandering efforts seen in other states. Supporters, including Governor Gavin Newsom, argue that these changes are necessary to maintain fair representation in Congress as the political landscape shifts ahead of the 2026 midterm elections.

While mail-in voting has become the preferred method for many Californians, in-person voting remains an option. The first vote centers opened on October 21, allowing voters to cast their ballots directly. Election Day is set for Tuesday, November 4, with polls closing at 8 p.m.. Voters in line at that time are permitted to cast their votes.

The Secretary of State’s office has distributed over 23.2 million mail-in ballots to registered voters, which must be postmarked by Election Day and received by county offices within seven days to be counted.
