San Rafael Schools Finalize Teacher Contract Amid Budget Cuts

UPDATE: The San Rafael City Schools Board of Education has just approved a new contract with the San Rafael Federation of Teachers, concluding a lengthy 16-month negotiation. This unanimous decision, made on Tuesday, January 30, 2025, addresses compensation issues for the upcoming 2025-26 school year and aims to stabilize the financial future of the district amidst ongoing budget challenges.

The agreement comes as the district grapples with declining enrollment and the loss of pandemic relief funds, requiring $5.5 million in budget cuts over the next three years to maintain solvency in its $68 million elementary budget and $42 million high school budget. Superintendent Carmen Diaz Ghysels expressed gratitude for the collaborative effort, stating, “We are thrilled we reached a fair and fiscally responsible agreement with SRFT. This is in the best interests of our students, teachers, and the district.”

Under the new contract, teachers will receive a 0.7% pay increase retroactive to July 1, 2025, along with a one-time bonus of 0.95%. Union President Morgan Agnew highlighted that these figures are based on a “fair share agreement,” a formula that allocates a fixed percentage of district revenues to the union members, which has been a key discussion point throughout negotiations.

Negotiating teams from both sides are set to reconvene on February 11, 2025, to begin discussions for a new three-year contract. Trustee Jason Lau acknowledged the dedication of both teams, noting the “budget challenges and the fair share agreement made the process very long and difficult.”

Union representatives expressed relief at reaching a compromise despite the financial hurdles. Negotiator Lee Chretien stated, “We look forward to continuing this collaborative approach when we begin negotiating again in February.” The agreement not only addresses immediate compensation concerns but also aims to ensure a stable educational environment for the district’s 147 teachers, counselors, and certificated employees.

This development is critical for teachers and students alike, highlighting the ongoing financial strain many school districts face while striving to maintain competitive compensation and educational quality. The urgency of the situation underscores the importance of continued negotiations as both sides work towards a sustainable future for the San Rafael school community.
