South San Francisco Police Shoot Man, Identified as Luis Francisco-Manzo

UPDATE: South San Francisco authorities have confirmed the identity of the man shot during a police confrontation last week as 28-year-old Luis Francisco-Manzo. He is currently recovering in a local hospital following the incident on December 8, 2023.

Police have identified the two officers involved in the shooting as Brendan Hart and Martin Corona, who have eight and four-and-a-half years of service with the department, respectively. This urgent update comes as the San Mateo County District Attorney’s Office continues to investigate the circumstances surrounding the incident.

At approximately 5:10 a.m., officers responded to a call from Francisco-Manzo’s mother, who reported that he had taken drugs and was threatening to harm himself while armed with a knife. Body-worn camera footage shows Francisco-Manzo exiting an apartment on Sandra Court as officers instructed him to walk backward toward them.

Initially, Francisco-Manzo complied, but he suddenly brandished a knife upon reaching the officers. Despite repeated commands to drop the weapon, he advanced toward them, prompting Officers Hart and Corona to deploy Tasers, which failed to subdue him. As he moved closer with the knife raised, both officers opened fire, resulting in Francisco-Manzo falling to the ground.

Emergency medical aid was administered at the scene until firefighters arrived to transport him to the hospital, where he was initially reported in critical condition.

The San Mateo County District Attorney’s Office is actively exploring the case, as the community seeks answers regarding the police’s use of force.
