UPDATE: Major construction projects are about to transform downtown Clearwater, Florida, with groundbreaking expected to begin imminently on multiple developments, including a new hotel and high-rise apartments. These projects are poised to reshape the city’s skyline and enhance its appeal as a vibrant destination.
The city has confirmed plans for a significant redevelopment initiative that includes a 10-story hotel with retail space and a parking garage on the eastern edge of the park, just south of the Clearwater Main Library. Additionally, a towering 28-story apartment building will rise on the site of the former city hall, adding much-needed housing options.
As part of this multifaceted urban overhaul, a new 397-space parking garage is set to be constructed across Osceola Avenue, which will also receive a major streetscape makeover. These enhancements come in response to an influx of visitors following the recent reopening of Coachman Park, which has hosted over 336,500 attendees and more than 100 concerts since its $84 million redevelopment.
Drivers should be prepared for traffic adjustments, as southbound lanes on North Osceola Avenue have shifted to accommodate construction traffic.

New Clearwater City Hall: Construction is underway on the new 40,000-square-foot Clearwater City Hall at 200 S. Myrtle Avenue. This part of a $31.6 million civic redevelopment project will feature a modern facility designed to improve city operations. Initial construction began in 2024, with phased move-in expected between August and September of 2026.
PSTA Clearwater Station: Groundbreaking for the new Clearwater Station, a modern multimodal transit hub, took place in August. This facility will replace the aging Park Street Terminal and is designed to improve safety and accessibility. The Harborview Hotel: Construction is set to begin on a new 158-room hotel at the former Harborview site, expected to include a rooftop bar and retail space. The project is anticipated to take 21 months to complete.
Osceola Avenue Parking Garage: A new public parking garage is slated to begin construction later this fall, located at Pierce Street and Osceola Avenue. This facility will include electric-vehicle charging stations and is expected to be completed by December 2026.
Bluff Apartment Development: A 28-story multipurpose building will start construction in January 2026. This project will feature 400 rental apartments and approximately 10,000 square feet of retail space, along with an underground parking garage, enhancing access to the downtown waterfront. Completion is expected by April 2028.
Osceola Avenue Roadway and Infrastructure Improvements: Scheduled for early 2026, major improvements along Osceola Avenue will include underground utility upgrades, new sidewalks, enhanced lighting, and a revamped stormwater system. This project aims for completion by early 2027.
