Ramsey County Appoints Jaime Wilkins as Housing Stability Director

Ramsey County has appointed Jaime Wilkins as the new Director of Housing Stability, effective December 22. In this role, Wilkins will manage a range of programs focusing on homelessness prevention, emergency shelter, and long-term housing solutions. Her responsibilities will include setting strategic direction for the department, developing partnerships with community organizations, local governments, and state agencies, as well as overseeing departmental operations, staff, budgets, and program performance.

“I’m honored and excited to join Ramsey County in this role,” Wilkins stated. “Housing security is foundational to a thriving community, and I’m eager to work alongside our dedicated partners, staff, and residents to strengthen supports across the entire housing continuum. Ramsey County has long demonstrated a deep commitment to helping individuals and families not only find housing but build long-term stability — and I’m proud to contribute to that mission.”

Background and Previous Experience

The Housing Stability department in Ramsey County coordinates emergency supportive services for individuals experiencing homelessness or housing instability. Wilkins succeeds Keith Lattimore, who departed in August amid an internal investigation related to his involvement in a recuperative care business in Brooklyn Center. The circumstances surrounding Lattimore’s exit remain unclear, as county officials did not disclose whether he resigned or was terminated.

Wilkins brings a wealth of experience to her new position. She previously served as the Associate Vice President of Economic Opportunity and Youth Support at Lutheran Social Service of Minnesota. Her career includes roles as the Senior Director of Housing Services at Lutheran Social Services and Director of Housing and Supportive Services at YWCA St. Paul. Additionally, she has worked directly with county residents as a child protection worker and family advocate.

Education and Community Engagement

Wilkins holds a bachelor’s degree in early childhood education/child development and family studies, as well as a master’s degree in human services and leadership of organizational management from Capella University. She actively participates in community initiatives, serving on the board of HousingLink and the Minnesota Council of Nonprofits, and has previously been involved with the Suburban Metro Continuum of Care.

“Jaime brings an exceptional blend of experience, leadership, and deep community knowledge to this role,” said Karen Francois, Deputy County Manager. “Her extensive background in housing and social services — combined with her direct service to Ramsey County residents — equip her to lead our Housing Stability team with both strategic vision and a strong commitment to equity.”

As Wilkins prepares to assume her new responsibilities, her commitment to fostering housing stability and collaboration within the community positions her as a pivotal figure in addressing the pressing challenges of homelessness and housing insecurity in Ramsey County.
