Sagadahoc County has taken a significant step toward enhancing community support by appointing its first community navigator, Mark Hymbaugh. This initiative aims to assist residents in accessing various local, state, and federal programs, including substance use disorder support and home heating assistance. Hymbaugh officially began his role on August 25, 2023, after previously serving in the same capacity for Lincoln County.
Hymbaugh’s primary responsibilities include guiding residents through the application processes for government support services such as food banks and heating assistance. Much like a caseworker, he will also provide referrals to healthcare, mental health services, and treatments for substance use disorders. “I am like a very hands-on, in-person 211 service,” Hymbaugh stated, emphasizing his goal to connect individuals with essential resources.
Funding and Community Outreach
The creation of the community navigator position was made possible by funding approved by the Sagadahoc County Commission from opioid settlement funds. Maine received $230 million as part of a $7.1 billion settlement with Purdue Pharma, and approximately $100,000 was allocated to support this new role in Sagadahoc County.
According to Melissa Fochesato, chairperson of the Sagadahoc Board of Health, the board collaborated with various partners engaged in substance use prevention and treatment to identify community priorities and address existing gaps in services. Hymbaugh actively participates in local coalition meetings, including those with the Board of Health, Bath Recovery Community Center, and the Southern Midcoast Communities for Prevention.
Hymbaugh’s outreach efforts extend beyond direct assistance. He aims to engage with town offices, general assistance offices, school counselors, and first responders to raise awareness of his services. “I am not just handing phone numbers; I want to explain the program to someone and say, ‘This is how you can use it, this is how you access it,’” he explained.
