Yampa Valley Electric Association Announces 5.4% Rate Increase

The Yampa Valley Electric Association (YVEA) will implement a 5.4% increase in electric rates for all customer categories starting April 15, 2024. This adjustment, approved by the YVEA Board of Directors on February 25, 2024, marks the cooperative’s first rate hike since 2024. The decision follows a comprehensive cost-of-service study that indicated current rates do not adequately cover operational expenses.

The study, which involved external consultants, analyzed the fairness of cost distribution among various rate classes and confirmed the need for the adjustment to meet financial obligations. Customers in residential sectors can expect an increase of approximately $7.80 on their average monthly bills, based on typical household consumption. Notably, in 2024, rates had already risen by 4%.

YVEA CEO Scott Blecke emphasized the challenges in making this decision, stating, “Raising rates for our members is never an easy decision for YVEA. All of our employees live and work in the communities we serve, and we understand the significance of raising rates.”

The rate increase is attributed to several factors, including rising power and transmission costs, infrastructure investments, and the overall cost of business. According to Emily Zvorak, YVEA’s Director of Finance, over half of the association’s annual budget is linked to wholesale power purchases, which have escalated due to statewide investments in new generation and transmission systems.

Blecke pointed out that while YVEA plans to transition to Guzman Energy as its wholesale provider in 2028, it will still rely on Xcel Energy’s transmission network, predicting ongoing increases in transmission costs. The cooperative is also focused on upgrading its infrastructure, much of which is several decades old, including the majority of its distribution poles.

To enhance reliability and anticipate maintenance needs, YVEA has begun incorporating drone inspections and advanced technology. Jim Cross, YVEA’s Director of Engineering, noted, “By investing in new technology, we can be more proactive in our construction work plan and help keep our system reliable and responsive.” He also highlighted the potential for increased Red Flag Warnings due to this winter’s weather patterns, underscoring the importance of these investments for community safety.

Recognizing the financial impact on households, Blecke assured that YVEA offers support programs for members facing difficulties with higher bills. These include budget billing options and solar offset programs designed to assist those in need.
