Ulster County Appoints CJ Rioux as New Finance Commissioner

The Ulster County Legislature has confirmed the appointment of CJ Rioux as the county’s new commissioner of finance. This decision, made unanimously during a meeting on Tuesday, marks Rioux’s return to the department after previously serving as deputy finance commissioner for nine years.

Rioux steps into the role following the departure of former Commissioner Roseann Daw, who left her position in July. He succeeds Max Cordella, the interim commissioner, who held the role temporarily during this transition. The county has announced that Rioux will receive an annual salary of $167,463.

Background and Experience

With nearly two decades of expertise in public finance, accounting, and administration, Rioux is well-prepared for the responsibilities of his new position. Most recently, he served as assistant vice president for administration/controller at SUNY New Paltz. In this role, he oversaw various departments, including accounting services, purchasing, internal controls, and facilities contract management.

Rioux has an extensive background in educational administration, having held several leadership positions at SUNY Ulster. He was the dean for administration and acted as vice president for administrative services, where he was involved in budget development, capital projects, labor negotiations, and managing campus operations.

From 2012 to 2021, Rioux was the deputy commissioner of finance for Ulster County. His duties included overseeing accounting and financial reporting for the county and its entities, preparing the comprehensive annual financial report, and supervising a staff of over 25 employees. Notably, he also served as acting commissioner of finance during his tenure.

Educational Qualifications

Rioux began his career in public accounting at Sedore & Company, CPA’s, PC, specializing in municipal and nonprofit auditing and consulting. He holds a bachelor’s degree in accounting and a master’s degree in business administration with a focus on public accountancy from SUNY New Paltz.

His extensive experience and qualifications position him as a strong leader for the county’s financial operations, ensuring that Ulster County continues to manage its finances effectively and transparently. As he takes on this role, stakeholders will be keenly observing the initiatives and strategies he will implement in the coming months.
