Developer Unveils Plans for 27 New Townhouses in Hartford

A developer has proposed a project to construct **27 residential townhouses** on vacant land in Hartford, Connecticut. The initiative aims to enhance opportunities for homeownership in the area, according to city records. The site, located at **91 Naugatuck Street**, spans approximately **2.3 acres** and is currently undeveloped.

The application for the project has been submitted by **Rohan Freeman Companies** on behalf of **Toraal Development**. It is under review by the **Hartford Planning and Zoning Commission**. The proposed layout consists of single-family homes designed in a row house style, organized within a zero-lot line subdivision configuration. This will create **27 individual lots** on the property.

Project Details and Site Features

The site is bordered by **Naugatuck Street** to the north, **Clark Street** to the west, and **Brackett Knoll Park** to the east. According to the application, the existing features, including large trees and remnants of former athletic courts, will be removed to facilitate construction. The zoning documents indicate that the area is classified under the **MX-2 zoning district**, which permits the proposed development type.

Each parcel will have a minimum width of **18 feet**, allowing for the construction of row-style housing with zero lot lines. The plan includes the erection of **six buildings**, with a total of **27 single-family homes** and associated exterior site features, including parking. A shared interior driveway will provide vehicular access to all homes, with two two-way entrances connecting to Naugatuck Street. To prepare the site for construction, existing trees and paved areas will be removed, along with approximately **9,000 square feet** of pavement, including a speed hump on Naugatuck Street. About **2,000 square feet** of sidewalk will also be reconstructed to improve access.

The plan also includes replacing any trees removed during demolition with **25 replacement trees** of equivalent total diameter. To maintain aesthetic standards, all mechanical equipment will be screened.
